The regular meeting of the Board of Directors of the Red Oak Community School District was called to order by Vice President Scott Bruce at 5:30 p.m. at the Red Oak Junior Senior High School Virtual Classroom. Present Directors: Kelly Carlson-Osheim, Scott Bruce, Pastor Ricky Rohrig, and Bret Blackman (arrived virtually at 5:42 p.m.). Superintendent Ron Lorenz, Board Secretary Leanne Fluckey Approval of Agenda Motion by Director Carlson-Osheim, seconded by Director Rohrig to approve the agenda with order at the discretion of the chair. Motion carried unanimously. Good News Mr. Lorenz presented good news for the district. Visitors and Presentations None Consent Agenda Motion by Director Carlson-Osheim, seconded by Director Rohrig to approve the consent agenda as presented including meeting minutes, monthly business reports, personnel considerations, contract renewals and service agreements, fundraisers, and open enrollment for Stellar Oaks Virtual Academy. Motion carried unanimously. Public Hearing for District Flexibility Account Expenditure Director Bruce opened the public hearing at 5:34 p.m. on the use of the district flexibility account to support payment of teacher salaries and benefits. No comments were offered by the public. Student Conduct Policy Motion by Director Rohrig, seconded by Director Carlson-Osheim to approve second reading of Board Policy 503.7 (Student Conduct and Disruptive Behaviors). Motion carried unanimously. Employee Conflict of Interest and Purchasing Policies Motion by Director Rohrig, seconded by Director Carlson-Osheim to approve first reading of Board Policies 402.1 (Employee Conflict of Interest) and 705.1 (Purchasing and Bidding). Motion carried unanimously. Resolution to Transfer Funds to the Flexibility Account Motion by Director Blackman, seconded by Director Carlson-Osheim to approve the resolution to transfer $395,000 of unexpended and unobligated Teacher Leadership and Compensation Supplement funds to the district flexibility account. Motion carried unanimously. Resolution Directing Expenditure from Flexibility Account Motion by Director Rohrig, seconded by Director Carlson-Osheim to approve the resolution directing the use of $155,000 from the district flexibility account for the purpose of teacher salaries and benefits. Motion carried unanimously. Pest Control Motion by Director Rohrig, seconded by Director Carlson-Osheim to accept the bid from ResCom Services for pest control for the 2026-2027 school year. Motion carried unanimously. Trash Removal Motion by Director Carlson-Osheim, seconded by Director Rohrig to accept the bid from Shenandoah Sanitation for trash removal for the 2026-2027 school year. Motion carried unanimously. Fuel Motion by Director Rohrig, seconded by Director Carlson-Osheim to accept the bid from NEW Cooperative, Inc. for fuel for the 2026-2027 school year. Motion carried unanimously. Snow Removal Motion by Director Carlson-Osheim, seconded by Director Rohrig to accept the bid from Orme Outdoor for snow removal for the 2026-2027 school year. Motion carried unanimously. Emergency Operations Plan Motion by Director Carlson-Osheim, seconded by Director Rohrig to approve the 2026-2027 Emergency Operations Plan. Motion carried unanimously. Stellar Oaks Virtual Academy Student Handbook Motion by Director Rohrig, seconded by Director Carlson-Osheim to approve updates to the 2026-2027 Stellar Oaks Virtual Academy Student Handbook. Motion carried unanimously. Legislative Priorities Motion by Director Rohrig, seconded by Director Carlson-Osheim to approve preservation of local control; rural school sustainability; early and predictable school funding decisions; and literacy, career readiness and student success as 2027 legislative priorities.
