The regular board meeting of the Board of Directors of the Red Oak Community School District was called to order by Director Bret Blackman at 5:30 p.m. at the Red Oak Junior Senior High School Virtual Classroom.

Present

Directors: Bret Blackman, Bryce Johnson, Kelly Carlson-Osheim, Pastor Ricky Rohrig (remote, arrived in person at 5:59 p.m.)

Superintendent Ron Lorenz, Board Secretary/Business Manager, Heidi Harris, Curriculum Director, Leanne Fluckey

Approval of Agenda

Motion by Director Johnson, second by Director Carlson-Osheim to approve the agenda with the order of agenda items at the discretion of the meeting chair.  Motion carried unanimously.

Public Hearing of Proposed FY2027 Proposed Tax Notice

President Bret Blackman opened the public hearing on the proposed FY2027 Tax Notice at 5:36 p.m. Heidi Harris presented on the proposed property tax levy for the 2026-2027 school year. There were no public comments.  The public hearing was closed at 5:39 p.m.

Good News

Superintendent Ron Lorenz presented the Red Oak Community School District’s good news.

Public Comment

A member of the community voiced concerns about school not being canceled and the ability of students and staff to attend the funeral of a student who recently passed away.

Consent Agenda

Motion by Director Carlson-Osheim, second by Director Johnson to approve the consent agenda as presented including meeting minutes, business reports, contract renewals, memorandums of understanding. resignations, personnel considerations, and Iowa Virtual open enrollments.  Motion carried unanimously.

FY2025 Independent Audit Report

Motion by Director Johnson, second by Director Carlson-Osheim to approve the FY2025 Independent Audit Report.  Motion carried unanimously.

Wage/Salary Increases for Support Staff and Administrative Personnel

Motion by Director Carlson-Osheim, second by Director Johnson to approve the 2026-2027 wage and salary increases for Support Staff and Administrative Personnel, and the issuance of Letters of Assignment, Administrative Contracts, and supplemental contracts.  Motion carried unanimously.

Assistant Activities Director Stipend for FY2026-2027 School Year

Motion by Director Johnson, second by Director Carlson-Osheim, to approve the elimination of Activities Supervisors stipends and replacing them with an Assistant Activities Director stipend for the 2026-2027 school year.  Motion carried unanimously.

Discussion of FY2026 Proposed Budget

The Board discussed the District’s options for maximizing our Management Fund and setting the final proposed tax levy for the FY2027 tax levy and budget.

Closed Session for Superintendent’s Performance Evaluation

Superintendent Ron Lorenz was asked if he would like to go into closed session for performance evaluation pursuant to Iowa Code 21.5(l)(i), he accepted.  Motion by Director Rohrig, second by Director Carlson-Osheim to enter closed session at 6:29 p.m.

  1. A roll call vote was taken, Blackman – Aye, Johnson – Aye, Rohrig – Aye, Carlson-Osheim – Aye.  The motion passed unanimously and the Board went into closed session at 6:29 p.m.

With no action taken at this time, President Blackman ended the closed session at 6:56 p.m.

Adjournment

Motion by Director Rohrig, second by Director Carlson-Osheim, to adjourn the regular meeting at 6:59 p.m.  Motion carried unanimously.
