Minutes - 4.30.2025 Work Session

April 30, 2025, Work Session

Attending:  Ron Lorenz, Leanne Fluckey, Heidi Harris, Scott Bruce, Pastor Ricky (remote), Bryce Johnson, and Bret Blackman.

Meeting began at 5:30 P.M.

Matt Gillaspie, Piper Sandler presented financial options, including project costs, funding sources, potential funding gaps, and potential proposed state property tax refund (pending SB 29).  Matt also spoke to us about proposed property tax reforms and their impact on levy rates, bonding capacity, and state foundation aid.

Chandler Green, APMA, reviewed proposed IES renovations, construction costs, and additional construction opportunities (optional and required mechanical work), and timeframe of the scope of work needed.   Chandler presented alternative options that would provide cost savings for the District.  The Board discussed items that need to be addressed immediately and what could be phased out over a period of years.  The Board wishes to extend the timeframe of possible work.
